Uniform Applications
The following groups report to the PLWG:
Working Group Activity - NAIC 2008 Winter National Meeting
The Producer Licensing Working Group met on Saturday, Dec. 6, 2008.
During this meeting, the Producer Licensing Working Group:
- Adopted the conference call meeting minutes from October 30, November 5, November 12, and November 17, 2008
- Received an update on the third priority received from the NAIC Officers to the Producer Licensing Working Group to evaluate certain findings and issues in the Producer Licensing Assessment Aggregate Report. The working group was asked to evaluate the compliance with the uniform licensing standards to identify those standards where more specific interpretive guidance is warranted or revisions to the standards are necessary. The working group adopted the revisions on November 17, 2008 and the D Committee adopted this report on November 20, 2008.
- Received an update on the fifth priority received from the NAIC Officers to the Producer Licensing Working Group to evaluate certain findings and issues in the Producer Licensing Assessment Aggregate Report. The working group was asked to evaluate the issues regarding full adoption, and uniform interpretation, of the commercial lines multi-state exemption and the commission sharing exemption across all states. The working group adopted the report on November 17, 2008 and the D Committee adopted this report on November 20, 2008.
- Received an update on the NAIC Uniform Application revisions that were sent back by the Executive Committee to the D Committee during the NAIC Fall National Meeting to reconsider whether certain background check questions should be included on the renewal applications. The working group adopted the report on November 12, 2008 and the D Committee adopted this report on November 20, 2008.
- Received an updated the State Licensing Handbook. The working group adopted the handbook on October 30, 2008 and the D Committee adopted this report on November 20, 2008.
- Discussed CE issues, specifically the “quiz out” for classroom/self study credits without study and the continued work with reciprocity towards online class requirements. The working group was asked to review a CE document submitted regarding a conference call discussing these areas.
- Discussed possible tasks for 2009:
- Develop a NAIC Uniform Application for Adjusters
- Further discussion on Limited Lines.
- Develop guidelines for producer licensing background reviews
- Standardizing the business entity licensing process
- Discuss assistance needed for states that do not require fingerprinting
- Discussion on Surplus Lines
- Establishing guidelines for uniform producer licensing examination process

NAIC Uniform Applications
The Uniform Applications with revisions adopted by the Producer Licensing (D) Working Group on Nov. 12, 2008, and the D Committee on Nov. 20, 2008, were presented at the Joint Executive (EX) Committee/Plenary meeting. Additional discussion regarding the background check questions will occur during the first quarter of 2009. NAIC Uniform Applications with suggested revisions (September 2008)
State Licensing Handbook: (Update)
The handbook was adopted by the Executive Committee during the 2008 Winter National Meeting. It is currently in the final stages of the editing process. The final copy will be available through the NAIC Publications Division by the end of February 2009.
Completed Documents from 2008 Charges: The following documents have been adopted by Executive Committee.
CHARGE #1:
Review the uniform licensing standards and provide a recommendation by the 2008 Summer National Meeting identifying the ones that should be considered professional licensing standards.
Full adoption - June 1, 2008
CHARGE #2:
Review the compliance with uniform licensing standards and identify those standards that are not generally supported by the local industry organizations at the state legislative level as well as the specific issues associated with non-support and provide a recommendation by the 2008 Summer National Meeting on eliminating or amending these standards.
Full adoption – September 23, 2008
CHARGE #3:
Review the uniform licensing standards to identify those standards where more specific interpretive guidance is warranted or revisions to the standards are necessary (e.g., Standard No. 8, Lines of Authority and Standard No. 16, Lines of Authority Issued) and provide a recommendation by the 2008 Fall National Meeting for amendments to these standards and further detailed guidance. Full adoption: December 6, 2008
CHARGE#5:
Review the full adoption, and uniform interpretation, of the commercial lines multi-state exemption and the commission sharing exemption across all states and provide further guidance by the 2008 Fall National Meeting on areas of disparate interpretations and applications and also continue to encourage all states to adopt these exemptions. Full adoption–December 6, 2008

Uniform Applications – Current
The Producer Licensing Working Group adopt the current version of the NAIC Uniform Applications in 2006. It is up to the state's discretion to use these applications. Please see the Product List by State document on the NIPR Web site for the states that use these products. The electronic applications at the NIPR site are based on these applications.
