Draft Model Acts and Regulations
Model acts and regulations are developed at NAIC meetings for members' use to address the need for uniform regulatory legislation throughout the states. Proposed model acts in draft form are available free for download. Once a model act has been adopted by the NAIC membership, it can be purchased from the NAIC Store.

Draft White Papers
White papers serve as a vehicle to describe NAIC policy discussions and recommendations on a number of insurance issues. The papers are developed through discussion at NAIC committees and task forces, with input from interested parties. Proposed White Papers in draft form are available free for download. Once a White Paper has been adopted by the NAIC membership, it can be purchased from the NAIC Store.
