Market Analysis Priorities (D) Working Group

The Market Analysis Priorities (D) Working Group met on Sunday, September 30, 2007.
During this meeting, the Working Group:
- Reviewed the progress on their 2007 Charges and Tasks for the Group.
- The Working Group sent a survey to the Market Analysis Chiefs (MAC) of each state. The survey requested information pertaining to how each state’s market analysis section was organized, what resources were available, and requested market analysis success stories. The chair is compiling the survey information which will be used to complete a report.
- The Working Group reviewed the proposed placement of the market analysis definition in the Market Regulation Handbook. The Working Group reviewed comments from regulators and interested parties. All comments are due by October 4, 2007.
- The Working Group reported that it held a quarterly MAP-MAC educational call in August with the goal to educate states and encourage participation in market analysis systems and efforts. Participants found the call helpful and requested the educational calls continue.
- The Working Group reviewed the progress of the 2007 Subgroups.
- The Market Analysis Research & Development (MARD) Subgroup reported that it had reviewed, analyzed, and made recommendations to the following six market tools: Market Analysis Prioritization Tool (MAPT); Market Analysis Review System (MARS) Level 1 and 2 Analysis; Market Initiative Tracking System (MITS); Market Analysis Profile Report; Market Analysis Market Share Report; and the Market Analysis Profile (MAP) Demographics.
- The Market Conduct Annual Statement (MCAS) Subgroup reported that it approved a motion to have companies submit the Certification document electronically. The Subgroup reported that a survey had been sent to states regarding data integrity with results to be posted the week of October 1, 2007. The Subgroup is currently receiving comments regarding changes to the data call elements and also the possibility of releasing aggregate data to the public. The Subgroup approved a motion to change Ratio #2 (Private Passenger and Homeowners only). The formula was changed to replace the Number of Claims Opened with the Number of Claims Opened at the Beginning of the Period + the Number of Claims Opened During the Period. The Subgroup passed a motion for the MAP Chair to submit a request to the Blanks Committee to request companies provide a Market Conduct Annual Statement contact. The Subgroup also passed a motion to have the Market Analysis Priorities (D) Working Group Chair reiterate to the D Committee that it is critically important to the success of the Market Conduct Annual Statement that a centralized method of data collection that preserves the confidentiality of the information be developed. The Subgroup reported that five additional states ( Alabama, California, Montana, Rhode Island, and Washington) will participate in the MCAS and will collect 2008 calendar year data to be submitted in 2009.
Action Items:
- Adopted the recommended changes to the market applications proposed by MARD.
- Adopted a motion to have the Chair request the Blanks Committee begin collecting a Market Conduct Annual Statement contact.
- Adopted a motion to have the Chair reiterate that it is critically important to the success of the Market Conduct Annual Statement that a centralized method of data collection that preserves the confidentiality of the information be developed.
