Blanks (E) Working Group
September 29, 2007

The Blanks Working Group met on Saturday, September 29, 2007. During this meeting, the Blanks Working Group discussed various proposals and took the following action on those proposals:

Action Items:

1. Adopted the following blanks proposals which were previously exposed for comment.
   • 2007-01BWG - Add interrogatories to General Interrogatories Part 1 regarding adjustments to financial statements after the latest financial examination report and whether all recommendations are in compliance.
   • 2007-23BWG - Add a code to Investment Schedules General Instructions list of securities not under the exclusive control of the reporting entity for those securities that have multiple reasons .
   • 2007-24BWG - Add instructions to Schedule D, Part 1A, Sections 1 and 2 to exclude 144/144A securities from Column 10 and include in Column 11.
   • 2007-25BWG - Add a column to page 4 of the Quarterly Statement of Revenue and Expenses for Prior Year-End number for the Health Blank.
   • 2007-26BWG - Add instructions to include negative IMR in the Details of Write‑ins Aggregated at Line 23 for Other Than Invested Assets for Life, Accident & Health, and Fraternal companies.
   • 2007-27BWG - Delete the categories Public Utilities and Banks, and Trusts and Insurance Companies from Schedule D. Create definitions for the remaining categories contained in Schedule D and other related schedules.
   • 2007-28BWG - Add Note 3 to Notes to Financial Statement #9.E. for Income Taxes due to the SSAP No. 10 disclosure requirement on protective tax deposits.
   • 2007-29BWG - Add a new line under line 17 to the Property/Casualty State Page and Insurance Expense Exhibit for excess workers compensation insurance.
   • 2007-32BWG - Add instructions to Schedule D Part 1and Schedule DA Part 1 for the Interest – How Paid Column and Interest Rate to clarify reporting for Principle STRIP bonds and a dd a code to the Code Column to eliminate potential validation error.
   • 2007-33BWG - Add the A&H section back to the Life Direct Business Page, which was previously deleted.
   • 2007-34BWG - Add definitions to the Accident and Health Policy Experience Exhibit for “Single Employer” and “Contract Reserves”. Correct the cross reference for the Summary Parts 1 through 4 and Column 3 to reflect exclusion of premium deficiency reserves.
2. Exposed twelve new proposals for comment. Comment period ends November 5, 2007.
3. Adopted the listing of editorial changes.
