Disaster Reporting (E) Working Group
Conference Calls
The Disaster Reporting (E) Working Group met via conference calls on Thursday, August 6, and Friday, September 21, 2007.
During the August 6 call, the Working Group:
- Discussed a joint comment letter from AIA, PCI and NAMIC regarding specific concerns with confidentiality contained in the proposed Disaster Reporting Framework, as well as several options to ease these concerns, such as having the states collect the information. As a result, the Working Group directed NAIC staff to draft those options for further consideration during a future call as a segue into to drafting a DRWG Implementation Plan.
During the September 21 call, the Working Group:
- Adopted the report of the Health Subgroup of the Disaster Reporting Working Group from the August 3 and September 17, 2007 conference calls. The Health Subgroup was established to work with interested parties, who had submitted concerns to the Financial Condition (E) Committee at the 2006 Winter National Meeting, in order to determine the financial elements to be reported by health entities in the current proposed Disaster Reporting Framework. As a result of working with the interested parties, during the August 3, and September 17, 2007 conference calls, the Health Subgroup drafted changes to the “Data Elements for Reporting Phases” section of the proposed Disaster Reporting Framework and unanimously adopted the revisions.
- Discussed three options that outline methods of implementing the Disaster Reporting Framework while attempting to reduce confidentiality concerns. Following a discussion on the issue of confidentiality and cost considerations, the Working Group adopted an option that requires disaster reporting information to be submitted to a host state and then subsequently stored on a server owned by the state insurance departments, but maintained through a service agreement by NAIC Staff.
- Directed NAIC staff to draft an Implementation Plan that provides specifics on the option as adopted, as well as edit the proposed Disaster Reporting Framework accordingly. The plan will be exposed to interested parties and ultimately presented to the Financial Condition (E) Committee prior to the 2007 Winter National Meeting.
- Directed NAIC staff to draft a matrix which includes the interested party comments (received by the Financial Condition (E) Committee in December 2006), and the Working Group’s response to how those comments have been addressed. The matrix will be exposed by the Working Group and ultimately presented to the Financial Condition (E) Committee at the 2007 Winter National Meeting.
Action Items:
- Adopted changes to the proposed Disaster Reporting Framework regarding data elements for health companies.
- Adopted an option that requires disaster reporting information to be submitted to the host state and then subsequently stored on a server owned by the state insurance departments, but maintained through a service agreement with the NAIC.
