The Accident and Health Working Group of the Life and Health Actuarial Task Force met on Saturday, September 29, 2007.
During this meeting, the Accident and Health Working Group (Working Group):
- Submitted a request to the Senior Issues Task Force to consider changes to the Social Security Act. These changes would affect the discussion of the refund formula in the Model Regulation to Implement the NAIC Medicare Supplement Insurance Minimum Standards Model Act.
- Approved a proposal for the Blanks (E) Working Group for new Long-Term Care Experience Forms for the Life, Health, and Property/Casualty annual statements. This proposal includes a form to report information on long-term care products attached to life insurance or annuity policies and an additional form to report state specific information.
- Approved a whitepaper “An Exploration of Potential Regulatory Measures Intended To Prevent Individuals At Later Durations of Non-Group Major Medical Products From Receiving Higher Rate Increases Than Those At Early Durations.”
- Approved several minor changes to the instructions for the Accident and Health Policy Experience Exhibit and to Exhibit 8 of the Life Insurance Annual Statement.
- Discussed revisions to the actuarial opinion section of the health annual statement instructions. These revisions involve the appointment of the actuary and the sections on the actuarial report.
- Adopted charges for 2008.
Action Items:
The Working Group voted to:
- Submit a request to amend the Social Security Act;
- Submit a proposal for new Long-Term Care Experience Forms;
- Submit a proposal for changes to the instructions for the Accident and Health Policy Experience Exhibit; and
- Approve a whitepaper “An Exploration of Potential Regulatory Measures Intended To Prevent Individuals At Later Durations of Non-Group Major Medical Products From Receiving Higher Rate Increases Than Those At Early Durations.”
