National Treatment and Coordination (E) Working Group

The National Treatment and Coordination (E) Working Group met via conference call on Nov. 7, 2007. During this conference call, the Working Group:
- Addressed a future work item requesting additional reinsurance information in the Expansion application. Reviewed suggestions from Texas and heard suggestions from the interested parties. The Working Group agreed to review a schematic diagram drafted by the interested parties and update the instructions for the Expansion application to include reinsurance requirements or post on the UCAA Web site as additional guidance. Additional discussion is expected during the next scheduled conference call on Dec. 19th.
- Received and discussed a joint comment letter from the American Insurance Association (AIA), the American Health Insurance Plans (AHIP), the American Council of Life Insurers (ACLI), Property Casualty Insurers Association of America (PCI), and the National Association of Mutual Insurance Companies (NAMIC) regarding their suggested changes to the Biographical Affidavit Supplemental page. The Working Group had recently discussed the need for developing safeguards for the Biographical Affidavit and Third-Party verifications and is currently waiting for the interested parties to prepare a Best Practices draft. The comment letter from the trades touched on the following issues:
- Changing the name of the Supplemental Information page to the Supplemental Personal Information page
- Moving questions that deal with personal information to the Supplemental page, such as; name change or alias and various disciplinary actions
- Eliminating questions that ask for professional license numbers, memberships in professional societies and the number of years of employment history
The Working Group unanimously agreed to defer this to the Subgroup.
- Prioritized “Future Work” list. California agreed to draft wording in the Best Practices Handbook to identify specific criteria for the minimum review requirements. Two items involving changes to form 2C, which include effective dates of change of city in the state of domicile and redomestication will be deferred to the Subgroup.
- Received an update on the overall activities of the Issues Subgroup. Some of the activities currently being worked on by the Subgroup are expected to come before the Working Group for adoption in the coming months include;
- Redomestication survey results
- Include instructions in the UCAA manual
- Create a grid for reference purposes on the UCAA Web site
- Electronic Certified documents survey results
- Create a grid for reference purposes for the states that accept electronic documents as a certified document
Action Items:
- By motion, referred the issue of The Biographical Affidavit Best Practices and Supplemental Information page changes to the Issues Subgroup. The Subgroup will also draft Form 2C changes to include dates for change of city in the state of domicile and redomestication.
- California will draft a proposal to add verbiage to the Best Practices Handbook for minimum review requirements.
- Joint Trades will draft a Best Practices for storing, destroying and holding confidential the information contained in the Biographical Affidavit.
