Information Systems (H) Task Force

The Information Systems (H) Task Force met on Sunday, Dec. 2, 2007.
During this meeting, the Task Force:
- Approved minutes from the previous conference call.
- Received a report from the Technical Consulting Working Group. The working group plans to survey the states to determine the impact of eliminating the State Private Data Network. The working group has reviewed the survey and plan to have it distributed and responses returned by December 31, 2007.
- Heard and received a report from the Strategic Systems Planning Working Group. NAIC staff will release My.NAIC.org for regulators with I-SITE access in conjunction with the 2007 NAIC Winter Meeting. Limited release pilots for the regulator Financial and Market roles will coincide with this release, with feedback due in early January 2008. State and NAIC staff have been involved in successful outreach efforts at the ACLI annual conference and at the NAIC’s Financial Summit in Atlanta. NAIC staff developed quick reference cards to support My.NAIC.org users.
- Heard a status that My.NAIC.org went live on November 30 and is available for all regulators. Financial and Market Regulation pilots are underway. Several aliases will automatically transfer to My.NAIC.org.
- Heard that the State Technology survey was complete. Preliminary findings were presented, and the final results and analysis will be published in January 2008.
- Heard that the SERFF system continues to break filing volume records. SERFF v5.3 was released November 28, 2007 with improvements to the views, company maintenance, and state control of notes to reviewer. SERFF v5.4 is tentatively scheduled for release March 2008. Fifty states, DC, and Puerto Rico accept filings via SERFF, including 46 for all major lines for Life, 41 for Health, and 50 for P&C. Forty-eight states comprising 121 business units have implemented the Product Coding Matrices in SERFF with 33 states fully implemented. Twelve states have or will be mandating SERFF.
- Heard an update on the State Producer Licensing Reengineering project. Iteration I -- including Business Rules Framework, Reporting Framework, Monitoring and Auditing, and the Data Model and Database Strategy -- will be delivered in February and March 2008. Several new tools, standards, and methodologies are included in this iteration. Iteration II consists of the Gateway. This iteration includes the Business Rules Framework and staff will work closely with the states to ensure accuracy and completeness. Iteration III, including Billing and MIS, is scheduled to start January 2008. Iterations IV and V may be combined. These iterations include Load Programs and Common Architecture.
- Heard an update on Other IRMC Approved Projects in Process. The Online Fraud Reporting System Enhancement continues despite challenges of a new developer and transition in the business partner role. The Confidential Solvency Tool will be released in conjunction with the 2007 annual statement project.
- Received comments on better coordinating project requests in the future.
