Producer Licensing (D) Working Group

The Producer Licensing Working Group met on Sunday, March 30, 2008.
During this meeting, the Producer Licensing Working Group:
- Discussed Crop Insurance Adjuster Licensing issues with the Crop Insurance Working Group
- Discussed the Priorities for 2008. The working group was informed the Executive Committee would like other specific matters addressed that were raised during the Producer Licensing Assessments.
- Discussed Producer Licensing Coalition initiatives and the working group priorities for 2008. Based upon a memo from the NAIC’s from the NAIC’s Executive Committee to The D Committee, the Producer Licensing Working Group will evaluate certain findings and issues in the Producer Licensing Assessment Aggregate Report. These issues include the following: (1) uniform licensing standards that should be considered professional licensing standards; (2) compliance with uniform licensing standards and identification of those standards that are not generally supported by the local industry organizations at the state legislative level; (3) compliance with the uniform licensing standards to identify those standards where more specific interpretive guidance is warranted or revisions to the standards are necessary; (4) disparate business entity licensing laws, (5) and full adoption, and uniform interpretation, of the commercial lines multi-state exemption and the commission sharing exemption across all states.
- Received a report regarding continuing education issues. The working group was informed that the main issues concern states announcements and roster forms.
- Received an update on the State Licensing Handbook. The working group was informed that comments on the first draft of the handbook will be accepted until April 11th.
- Received a report from the Independent Adjuster Licensing Guideline Subgroup. The working group will hold an interim conference call and work to finalize the guidelines during its interim meeting in April. The interim meeting is scheduled to take place at the end of April 2007 following the E-Reg Conference in Kansas City, MO. The working group will be meeting on Wednesday April 30 th, 2008 from 1:00PM – 5:00PM.
- Received an update from NIPR regarding the January Focus Group, Business Rules for SPLR, and attachments project. The working group made a motion for NIPR to move forward with enhancing the Address Change Request.
- Discussed the NAIC Uniform Application revisions. The working group was informed that the applications are no longer open for comment. The working group will consider the adoption of the suggested changes at or before the NAIC Summer National Meeting.
Action Items:
- The working adopted a motion to support the National Conference of State Legislatures’ policy directive for state insurance regulators to have access to the criminal history record information from FBI database.
