Operational Efficiencies (EX) Working Group

The Operational Efficiencies (EX) Working Group met via conference call on December 11, 2007, to consider Speed to Market Tools Suggestions submitted by regulators and industry. The Working Group agreed to revise four documents: Uniform Property and Casualty Product Coding Matrix; Uniform Life, Accident and Health, Annuity and Credit Coding Matrix; Life, Accident and Health, Annuity, Credit Transmittal Document; and Life, Accident and Health, Annuity, Credit Transmittal Document (Instructions). The Working Group decided not to make a technical revision to the Uniform Review Standards Checklists as SERFF and the Uniform Property and Casualty Product Coding Matrix includes the correct information and the intent is to phase out the Uniform Review Standards Checklists.

The Working Group asked NAIC staff to expose a list of chapters and table of contents to the Product Filing Examiners Handbook in addition to the previously exposed Chapters One and Two.

During a conference call on January 8, 2008, the Working Group adopted revisions to the:
· Uniform Property and Casualty Product Coding Matrix;
· Uniform Life, Accident and Health, Annuity and Credit Coding Matrix;
· Life, Accident and Health, Annuity, Credit Transmittal Document; and
· Life, Accident and Health, Annuity, Credit Transmittal Document (Instructions)

The Working Group was asked to review the December 20, 2007, draft of the Product Filing Examiners Handbook. The draft includes a list of chapters, a table of contents, Chapter One and Chapter Two. The Working Group is to consider a work plan for the handbook during their next conference call.

The Operational Efficiencies Working Group met its annual goal in deciding on Speed to Market Tools Suggestions by the Spring National Meeting. NAIC staff has begun work on the various changes including the interactive PDF documents. The revised forms will be posted to the NAIC website by November 15, 2008, and implemented on January 1, 2009.

Action Items:

1. Decided not to make any further revisions to the Uniform Review Standards Checklist as the intent is to phase out the checklists.
2. Adopted Speed to Market revisions to be implemented January 1, 2009, to the:
· Uniform Property and Casualty Product Coding Matrix;
· Uniform Life, Accident and Health, Annuity and Credit Coding Matrix;
· Life, Accident and Health, Annuity, Credit Transmittal Document; and
· Life, Accident and Health, Annuity, Credit Transmittal Document (Instructions).
3. Exposed a December 20, 2007, draft of the Product Filing Examiners Handbook which includes a list of chapters, table of contents, Chapter One and Chapter Two.
