The Large Deductible Study Implementation (C) Working Group did not meet, but through correspondence conducted the following activities the Second Quarter 2009:
- Revised May 29, 2009 the draft Third Party Administrator (TPA) Guidelines to present to the Regulatory Framework (B) Task Force for review of health insurance changes from that of the current TPA Statute (TPA Model Law). The Regulatory Framework (B) Task Force will be considering these changes during the summer, with the expectation that their work will be completed by late summer. At that time, a brief review of the Guidelines by the Working Group will occur before they are referred to the Producer Licensing (EX) Task Force for its sign off. The draft TPA Guidelines are being developed by the Working Group to eventually replace the current TPA Model Law in order to add workers’ compensation and to provide updating which would entail a few changes pertaining to health insurance.
- Discussions have occurred with a subgroup of the Casualty Actuarial Statistical (C) Task Force regarding the basis of various workers’ compensation assessments, as the use of State Page direct written premiums will fail to fully recognize the exposure and costs generated by large deductible policyholders. It is anticipated that this work will be completed during the summer and referred back to the Working Group at that time.
