The Information Systems Task Force met via conference call June 10, 2009.
During this meeting:
- The Task Force adopted minutes from its conference call on April 29, where:
- The Task Force heard an update on the NAIC’s project to move to Google Search Appliance for the Web site search engine; received an update on the NAIC’s Security Framework / Technology Roll Out Plan; and heard a status on the Development and Testing Productivity Tools project.
- A new process was discussed regarding the process for getting approval for a Business and Fiscal Impact Statement (BFIS) involving technology, including modifications to the process resulting from the discontinuation of the Information Resources Management (H) Committee.
- A report was provided on the status of key milestones for the State Producer Licensing Reengineering project and it was reported that the Market Analysis Review System project had been completed.
- The Task Force confirmed an e-mail vote approval of a revised process for moving a BFIS involving technology through the approval process.
- A decision was made to skip doing a State Technology Survey for 2009 and to conduct this on a biannual basis, but to revisit the frequency in March 2010.
- Updates were provided on the SERFF, SBS, and Security Framework projects.
- The Task Force received a quarterly update for member-approved IT project requests. The Task Force is tracking the following projects approved by the NAIC for 2009:

- On time; on budget.
- The preliminary report will be available from the consultant the week of June 15, with the completed deliverable available in July.

Identification of Invested Risk Attributes in the Integrated Securities Information System |
- On time; on budget.
- The SVO has submitted business requirements to the development team for Phase I of the project and has begun developing the requirements for Phase II, scheduled for completion the end of June.

Support of Existing Market Conduct Annual Statement (MCAS) Process for 2008 Filing Year, Including Collection, Aggregation, Limited Analysis and Reporting of National Ratios/Averages |
- On time; on budget.
- The industry and state databases are available on the NAIC Web site. Some incompatibility issues with MS-VISTA have been resolved and the NAIC is preparing to receive data from the states in June 2009.

Application Development and Testing Productivity Tools 2009 |
- On time; on budget.
- LoadRunner PCs were installed in March; interns required to assist with the migration of source code to Subversion are on board; and details regarding the appropriate way to move forward with Quality Center are being finalized.

NAIC Enterprise Search – Google Search Appliance |
- On time; on budget.
- This project is on schedule to release the new search engine by the end of June 2009.

- Christie Borchin (CA) reported that a conference call was held June 2 to provide an overview of the State Producer Licensing Reengineering (SPLR) project to the Technical Consulting Working Group.
- NAIC and NIPR staff continue to make progress on both the producer licensing and the market regulation aspects of the SPLR project. The Project Team’s “Refocus” project continues to provide the basis for the work and the project plan to complete SPLR.
- Updates were provided on each of the SPLR project components regarding current estimates for milestone tasks.
- A key milestone is approaching in late August, followed by the release of Gateway and Gateway-related applications to be in production by December 2009.
- The Market Regulatory components of the SPLR project are on track. The team is learning more about the possibility of there being a need to split the Examination Tracking System into two separate applications, one for Financial and one for Market.
Action Items:
- Adopted minutes from the April 29 Task Force meeting.
- Voted to change the frequency of the State Technology Survey to every other year, to be revisited in March 2010.
- Approved a revised process for approving Business and Fiscal Impact Statements involving technology.
