Appendix E - Statutory Issue Papers

As expressed in the Statutory Hierarchy of the Preamble, issue papers are considered nonauthoritative literature and provide historical documentation of the discussion behind the origination of new or revised statements of statutory accounting principles (SSAPs). Issue papers are published within Appendix E in the printed product of the Accounting Practices & Procedures Manual (AP&P Manual) the first year after adoption of the related SSAP, and are then removed from the subsequent year’s AP&P Manual and posted on the Statutory Accounting Principles (E) Working Group web page. All issue papers are included within Appendix E in the Folio-View product of the AP&P Manual.
