About

The Complaints Database System is a nationwide database used for referencing and analyzing consumer complaints filed with state insurance departments. Complaints reported to the insurance departments are submitted to the NAIC database enabling regulators to review this information during market conduct exams and to compare complaint experience with premium volume and other insurance entities.

To register a complaint, contact your state's Department of Insurance.

To be considered actively participating in CDS - a State has submitted loadable, closed consumer complaint data records for all eligible insurance coverage types, to be entered into the NAIC database within the last 12 months.

NOTE - Effective June 2005:  To be considered actively participating in Complaints Database System - a state has submitted all loadable, closed consumer complaint data records for Medicare and non-Medicare coverage types in a non-paper format, which were closed within the last 90 days.  If no Medicare and/or non-Medicare complaints were received, the state will send notification to MKTdata@naic.org <mailto:MKTdata@naic.org>.

NOTE - Effective June 2006:  To be considered actively participating in Complaints Database System - a state has submitted all loadable, closed consumer complaint data records for Medicare and non-Medicare coverage types in a non-paper format, which were closed within the last 30 days.  If no Medicare and/or non-Medicare complaints were received, the state will send notification to MKTdata@naic.org <mailto:MKTdata@naic.org>.
