The System for Electronic Rate and Form Filing (SERFF) is a smart web-based application designed to provide an efficient process for rate and form filing. The SERFF application enables insurers to submit electronic rate and form filings, facilitates electronic storage, management, analysis, disposition and communication regarding filings. The system is designed to improve the efficiency of the rate and form filing, the approval processes, reduce time and costs associated with the regulatory filings process. Insurance companies submit rate and form filings to the State Departments of Insurance in order to receive the state’s approval of rate changes and/or changes the products available.
In an environment that could often be adversarial, SERFF is unique in that it is a cooperative initiative that benefits both insurers and regulators.

To be considered actively participating in Systems for Electronic Rate & Form Filing - (SERFF) - Full participation in SERFF is when a state has 1) provided a signed agreement; and 2) successfully accepted at least one Rate or Form filing from an insurance company through the SERFF system. Partial participation is when a state has provided a signed agreement.
