The Product Filing Review Handbook (EX) Subgroup conducted the following activities during the Second Quarter 2009:

• Held the Subgroup’s first conference call April 7. The Subgroup was formed to expedite the completion of the Product Filing Review Handbook (the Handbook). Of the nine chapters to be developed for the Handbook, Chapters 1, 2 and 6 were previously adopted. The next draft chapter for consideration—Chapter 3, titled “The Basics of Property and Casualty Rate Regulation”—was reviewed during this first conference call. It was decided that Chapter 3 would be fully developed with the help of NAIC staff, rather than simply referencing already-published materials, to better develop the chapter from a regulatory standpoint and less from an industry perspective. During the conference call comments were made regarding various sections of the draft chapter, and topics were recognized for inclusion in the chapter.

• Held the Subgroup’s second conference call May 21. A conference call schedule for the year was presented, which arranged holding Subgroup conference calls once a month. The Subgroup continued its review of Chapter 3 by noting changes to the chapter since the April 7 conference call and answering questions posed for further development of the chapter by its primary drafter—Kris DeFrain (NAIC). Among changes discussed was that for re-titling the Advisory Organizations section more appropriately, since that section primarily was about the development of loss-cost multipliers. Further text in that section is also to be devoted to what types of supporting information are typically required for various loss-cost multiplier filing submittals. Additionally, written comments on Chapter 3 received from Louisiana, Michigan, Washington and West Virginia were reviewed.

• Encouraged members and interested parties to e-mail Kris DeFrain (kdefrain@naic.org), with copy to Bob Card (bcard@naic.org), any comments they may have regarding Chapter 3.

• Announced that the next conference call of the Subgroup is scheduled for June 22 from 2:30 p.m. – 4 p.m. CDT.
