Fall 2009 Meeting Summaries Index

The Blanks Working Group met Sept. 21, 2009. During this meeting, the Working Group discussed various proposals and took the following action.

Significant Items:

1. Adopted the following item, which generated significant discussion.

  • 2009-31BWG — The title insurance “State Page” blank and instructions was expanded to include the reporting of experience by “type of property” and “type of rate.” There was concern that the effective date of year-end 2012 would not be sufficient time for companies to adjust their systems to capture the required data.

2. Adopted the following blanks proposals, which were previously exposed for comment .

  • 2009-25BWG — Add questions to General Interrogatories, Part 1, Common Interrogatories related to exemptions granted to the insurer to specified sections of the Annual Financial Reporting Model Regulation (#205) or substantially similar state law or regulation.
  • 2009-26BWG — Add two additional interrogatory questions to the Supplemental Exhibits and Schedules Interrogatories for the Communication of Internal Control Related Matters Noted in Audit and Management’s Report of Internal Control over Financial Reporting.
  • 2009-27BWG — Add crosschecks to the Electronic Notes for Note 1A for state basis net income and surplus as modified during the meeting. Add crosschecks to ensure NAIC SAP income and surplus amounts reported in the note reconcile with detail reported as permitted and prescribed practices used to arrive at state basis income and surplus.
  • 2009-28BWG — Add an interrogatory question to the Supplemental Exhibits and Schedules Interrogatories for the actuarial opinion required by the Modified Guaranteed Annuity Model Regulation (#255). Modify interrogatory questions for actuarial opinions associated with Exhibit 5 interrogatory questions 1, 2 and 3 to be consistent with the other actuarial opinion interrogatories. Add four additional certifications related to Actuarial Guideline XLIII (CARVM for Variable Annuities), effective Dec. 31, 2009.
  • 2009-29BWG — Revise the reporting instructions for the title insurance annual statement blank, Schedule T, to include more detailed instructions for “type of rate,” and make editorial changes to the blank.
  • 2009-30BWG — Add a new “State Page” blank and instructions to the title insurance annual statement immediately following the 5-Year Historical Data.
  • 2009-32BWG — Amend Schedule T – Premium by State by adding a note explaining the codes used in Column 1 – Active Status.

3. Exposed five proposals for comment. The comment deadline on all new proposals is Nov. 5, 2009.

4. Exposed guidance for three items with an Oct. 5, 2009 comment deadline:

  • Categorizing investments.
  • Completing Note 5 D(4) and Note 5 D(5) related to disclosures for SSAP No. 43—Loan-backed and Structured Securities – Revised (SSAP No. 43R).
  • Interest maintenance reserve (IMR) and asset valuation reserve (AVR) reporting changes for 2009 related to SSAP No. 43R.

6. Received a memorandum from the Statutory Accounting Principles Working Group regarding Note 5 disclosures as it relates to adoption of SSAP No. 43R.

7. Adopted the listing of editorial changes.
