The Product Filing Review Handbook (EX) Subgroup of the Operational Efficiencies (EX) Working Group was formed to expedite the completion of the Product Filing Review Handbook. Of the nine chapters originally to be developed for the Handbook, Chapters 1, 2, 3 and 6 have now been adopted. The Subgroup did not meet during the Fall National Meeting, but conducted the following activities through conference calls this past quarter.
- Held a Subgroup conference call June 22. Discussed changes made since the May 21 conference call to Chapter 3, “The Basics of Property and Casualty Rate Regulation.” A number of suggested improvements to Chapter 3 were proposed during the discussion, some of which pertained to finding better ways to express a thought and some suggesting a new or expanded concept within the context of the section or subsection being considered. A glossary was added to the chapter to provide definitions for actuarial terms that are used in the chapter text, but not defined within it.
- Held a Subgroup conference call Aug. 11. Discussed changes made since the June 22 conference call to Chapter 3 and reviewed specific written comments submitted by two regulators and one interested party. The chapter was redrafted with changes agreed upon during this conference call for distribution and discussion during the next Subgroup conference call.
- Held a Subgroup conference call Sept. 14. A revised draft Chapter 3, dated Sept. 4, was reviewed in great detail. Generally only minor changes were suggested, and the chapter was adopted by the Subgroup as amended. It was agreed that the next chapters for updating would be Seven (Speed-To-Market Tools) and Nine (System for Electronic Rate and Form Filing). It was announced by NAIC staff that a revision would be made to combine Chapter 7 and Chapter 9 based on best practices for discussion during the Subgroup’s next conference call.
- Announced that the next Subgroup conference call is scheduled for Oct. 13, 2:30 p.m.–4 p.m.
